PP and Vox agree to eliminate before July the Catalan requirement in Palma City Council in places that are not attended in person and facing the public. All this after the minority government of the PP accepted today in the Citizen Services Commission an initiative presented by the formation chaired by Santiago Abascal in which the mayor was required Jaime Martinez define before July 1 the jobs within the Palma City Council or the companies and municipal organizations that require the Catalan requirement.
This was already agreed by the plenary session in September of last year, and in principle, the PP government team approved the initiative.
Nevertheless, requested to have the necessary time to be able to study in detail the jobs, both in the Municipal Corporation and in municipal companies and organizations, in which Catalan linguistic accreditation is considered necessary.
After six months, Vox regretted in its proposal that the Catalan requirement is still “exclusively required for internal promotion or job change within the same company or government area.”
Now it will be the plenary session that the City Council will hold on the 27th which once again corroborates the proposal whose compliance will have to be effective in all calls for access to the public service from next July. To do this, the municipal government will have to modify this linguistic section in the job relationship (RPT) in all places that are not open to the public, and negotiate the measure with the unions.
It must be remembered that according to a ruling by the Constitutional Court, The configuration of language as an exclusive requirement will only find justification in its adaptation to the principle of necessity.
That is, when it comes to public functions that have “a direct impact” on the guarantee of the right to use the co-official language in administrative legal relations and where knowledge of both languages is necessary. This is the case of public employees assigned to functions of in-person and direct attention to the citizen (window), but It has no reason to exist in the rest of the places.
Vox's proposal had seven points, of which the PP has supported five and rejected two, in both cases, together with the pro-independence and left-wing formations of the previous government, now in the opposition, which have opposed all the sections. Specifically, points one and two of the proposition have been ruled unfavorably.
In the first of them, Vox demanded that all official documents of Palma City Council, as well as those of municipal companies and autonomous organizations, be written in both Catalan and Spanish. Communications, they pointed out, will be made in either of the two official languages.
The proposal of the party led by the councilor and spokesperson in the Palma City Council has also been rejected, Fulgencio Coll, so that all the regulations of the City Council and municipal companies and autonomous organizations are written in both languages, before July 2024, as well as all information or regulations of due citizen compliance. And in cases where it is deemed necessary, it will be done in other official languages of foreign countries.
On the other hand, the PP did support other Vox requests in this same motion, committing to ensuring that all citizens obtain the information or response in either of the two official languages.
Also, the website of the Palma City Council and the municipal companies and autonomous organizations will include two versions, one in Catalan and the other in Spanish, just as the publications on social networks must combine the use of both languages in a balanced way. given that Starting in April, the palma.cat domain will be replaced by palma.es.
