Justice and the opposition parties PP and Vox are putting the Government he presides over in a bind Francina Armengol for the two cases of corruption registered during the last two legislatures of the leftist pact, the previous one and the current one. They are the Puerto and Varadero cases. On the one hand, there are the judicial summonses to those investigated that will take place during the month of July and, on the other, the initiatives presented in Parliament by the opposition in which they demand explanations from the Balearic Executive. In the spotlight are mainly Armengol and the vice president Juan Pedro Yllanes (We can).
In both cases, the investigation dark maneuvers of the Government of Armengol to benefit certain companies related to the nautical sector to the detriment of others. These are two millionaire business areas such as the exploitation of marinas and the concession of the Varadero del Puerto de Palma.
In the Ports Case, the main person under investigation is the former president of the Balearic Islands Port Authority, Joan Gual de Torrella, who was appointed to the position by decision of Armengol. This case refers to the irregularities in the concession of the Club Náutico de Ibiza to the current company that has been operating the facilities since 1970. During the investigation it transpired that Gual de Torrella communicated with Armengol to discuss the concession of the Club Náutico de Ibiza.
In May 2020, the Superior Court of Justice of the Balearic Islands annulled the concession and ordered the Port Authority to pay the costs for having used a subjective term such as “rooting” to award the Yacht Club.
The Ibiza Yacht Club is an extremely coveted business due to the large number of berths for luxury yachts throughout the year. The current dealers have been getting the award since 1970 and everything went well until a competitor appeared, the company Basic Sports Club Twelve Miles, who aspired to the succulent business. When he did not get it, he started the legal battle.
The Port Authority defends that it gave the concession to the usual company by assessing the “feasibility, opportunity and goodness of the project, as well as the amount of the investment” and, above all, assessing the «rooting and the projection that the club has within society».
The issue of the concession remains unresolved and meanwhile the Investigating Court number three, with the instructor Martina Mora in front, and the Anti-Corruption Prosecutor’s Office are developing an investigation into all the irregularities surrounding this concession. Apart from Gual de Torrella, the then director of the Balearic Islands Port Authority is also under investigation, Juan Carlos Plazaamong others.
Now it has become known, after lifting part of the summary secrecy, that the instructor is also investigating the “offering of gifts, rewards, favors or retribution of any kind by the president of the Balearic Islands Port Authority to the entity Club Deportivo Básico Doce Millas in exchange for withdrawing or ceasing the judicial challenge of all decisions in favor of the Club Náutico de Ibiza».
In the political field, the PP will request this Monday the urgent appearance of the president of the Government, Francina Armengol, before the new revelations of the Puertos case, which in addition to the president also implicate the former minister of the Government of Pedro Sánchez, José Luís Ábalos.
“There are more and more questions that Armengol must answer and yet the PSOE limits itself to answering that it has nothing to say, that is why we will ask for these explanations in Parliament”, explained the popular general secretary, Sandra Fernandez.
“If we first knew of manuscripts attesting to meetings on the
concession of ports between Armengol and the former president of the Authority
Portuaria, Joan Gual de Torrella, and then whatsapps that prove
who was informed of the processes under investigation, we now read as
he was even able to mediate with Minister Ábalos himself”, said Fernández, who considers that “urgent explanations are necessary”.
The Varadero case preferably affects the Ministry of the Vice President of the Government, and former magistrate, Juan Pedro Yllanes, of Podemos. This Tuesday, Yllanes will have to respond in the parliamentary control session to the regional Executive to a question registered by Vox in relation to the case, specifically, to the scoop revealed by OKBALEARES about the alleged falsification of a public document by the general director of the Ministry of Energy Transition.
Specifically, the deputy of this formation, Ribas Idoiawill urge Yllanes to answer if “it is true that a general director of his Ministry has falsified a public document to avoid sanctions on companies related to the Armengol Government.”
The Varadero Case dates back to November 2018, when it was presented to the Ministry of Labor, Commerce and Industry, which the last legislature directed the socialist Iago Negueruela, spokesman for the Executive today, a complaint made by the Grupo Fabkina SL against various companies that work in the Port of Palma that did not comply with the regulations on industrial safety and environmental protection, but that were subsidized by the Armengol government.
The alleged document falsification denounced in court by the Fabkina Group, already materialized with Yllanes at the head of the Industry portfolio, has resulted in several companies that failed to comply with the regulations on industrial installations have continued to work in the Port of Palma and have freed from the sanctioning file, which initially, the Government was forced to open to them and from a judicial investigation that had already been initiated and, at the moment, is still ongoing.
