A report promoted by the Ministry of Equality, commanded by Irene Monterorequires training the Police and Armed Forces in “new masculinities” and “designing and implementing measurement instruments to assess the level of machismo.”
The publication, coordinated by the Government Delegation against Gender Violence and carried out by the Cepaim Foundation, is entitled International comparison of masculinity policies and focuses “on the comparative study of the different experiences, policies and innovations carried out at the international level in the construction of alternative masculinities that help prevent and combat violence against women”.
Although at the beginning of the letter, the ministry of Irene Montero tries to disassociate itself from the report with the phrase: «The content of this publication is the exclusive responsibility of its authors and its publication does not mean that the Government Delegation against Gender Violence identify with it”, the truth is that both the Delegation and the Ministry have promoted it through their social networks.

Thus, the document includes as “one of the most innovative experiences that have been located” in this sense the “Proposal for a Law to Promote New Masculinities for gender equality in Peru” whose purpose is “the promotion of new masculinities, contributing to the promotion of egalitarian gender relations in all areas of their private and public life to eradicate the structural causes of gender-based violence.
This proposal establishes in its article 6 that “the promotion of new masculinities to affirm gender equality is of public interest and a priority action of the State at all levels”, and decrees that all entities of the public administration (including organizations that provide services by concession, delegation or authorization of the State), must adopt it in their policies, plans and programs.
For example, the Ministries of the Interior and Defense must “train the Police and Armed Forces in new masculinities; the democratic exercise of authority and power; the concept of citizenship in the key of new masculinities”.
In addition, “training in gender and masculinities is proposed to the levels of the judiciary and all civil servants, and regional and local governments are urged to design and incorporate management tools, goals and indicators for the promotion of new masculinities , to develop actions in their work plans, and to train the serenazgo (citizen security service) in new masculinities. The National Institute of Statistics and Informatics must, for its part, produce statistics on paternity and design and implement measurement instruments to assess the level of machismo.
