Health has allocated more than €230 millionwhich comes from funds from the Recovery, Transformation and Resilience Plan, to promote the digital transformation of the Primary Care in the National Health System (SNS) within PERTE de Salud de Vanguardia.
The distribution of funds to the autonomous communities will be 70 million euros this year and 160 million euros in 2023. The projects aimed at the digital transformation of Primary Care are located in three functional areas of action: CSI Digital Smart Health Center; Personalized attention and digital transformation of the support services of the health activity.
These projects are being developed through seven working groups that have been defined together with the autonomous communities and cities under the coordination of the Ministry of Health, always aligned with the Digital Health Strategy of the SNS approved by the Interterritorial Council of the National Health System (CISNS).
As for the Smart Digital Health Center, the functional area of action ‘CSI Intelligent Digital Health Center’, is aimed at providing digital services to Primary Care health centers with a comprehensive approach focused on the patient. To this end, the project offers the opportunity to take advantage of all the possibilities of technology and communication channels to reach all citizens, adapting to their circumstances and the new demands of society.
In this area, a total of 45 projects, some of which are aimed at automated reuse of clinical history data for epidemiological surveillance, access to clinical history from mobile devices, allergy centralization system, early detection of diabetic retinopathy, intelligent patient selection system to carry out prevention and promotion campaigns or information exchange solutions clinical information interconsultation between primary and specialized.
The functional area of ”Personalized Care” encompasses projects that allow the design, development and operational deployment in public health, within the portfolio of services, of a comprehensive model for the provision of face-to-face and virtual services specifically designed forFor groups of patients who require personalized, continuous and systematic attention, due to their state of health or other personal circumstances.
In this area have been defined a total of 46 projects, some of which focus on teledermatology, teleconsultation of mental health, assisted control of anticoagulation, diagnostic support systems for chest X-rays, digital interdisciplinary rehabilitation, exchange of medical images or the intelligent ambulatory information system.
The functional area «Digital transformation of health activity support services», pursues the objective of promoting the digital transformation of non-care management services, in their relationship with citizens. A total of 41 projects have been defined in this area, such as assisted management of shifts in care centers, digital waiting room, automated integration between the Primary Care Clinical Record application and the temporary disability management application, control of primary care care indicators, digitization of informed consent, digital traceability of samples, cybersecurity for medical devices or the platform for sharing studies with the patient.
