The Government of Isabel Díaz Ayuso is working on the draft of what will be the first VTC regulation of the Community of Madrid in which it plans to limit “abusive” price increases.
The Executive led by Ayuso hopes to have the document prepared before the end of 2023 and the idea is that it includes, in addition to this price delimitation, other issues such as the prohibition of active recruitment and misleading advertising, the penalty for service cancellations and unjustified delays and the reinforcement of user protection.
At the same time, the Ministry of Housing, Transport and Infrastructure, led by Jorge Rodrigo, also plans to have the Taxi regulations completed before 2024, which is currently in the study phase of the allegations presented. This regulation could include in its final version the possibility that professionals can choose between purchasing the vehicle or acquiring it on a renting basis, the need to prove a minimum level of knowledge of Spanish, first aid and relevant places in Madrid.
These are two of the main projects in which the Ministry is immersed, which has set the objective that both VTCs and taxis can coexist and cover “satisfactorily and safely” the needs of citizens, always respecting their “freedom.” of choice”.

Likewise, over the next three months, the Community of Madrid will also implement the on-demand transportation service in 35 municipalities in the southwest and southeast of the region, where it did not exist, and will expand in the Sierra Norte, thus benefiting a total of 106,000 Madrid residents from 75 towns. To this end, the investment in this project will amount to 1.2 million euros, double the budget allocated until now, in order to “contribute to the development of rural areas and increase the mobility of residents, who will see expanded their freedom of choice when moving.”
This on-demand transportation is carried out by taxis and the corresponding Joint Provision Areas will be established in advance. The novelty is that, according to the Government’s commitment, before the end of 2023, when the areas are established, taxis will be able to operate in the municipalities integrated into their territorial area – not only in the locality in which their license is registered. – and will go from being considered interurban to urban transport.
Also in terms of transport, the Government wants to have the new Valdebebas interchange ready next year in which it will invest more than 30 million euros. This is an infrastructure that will have nearly 7,000 square meters and will connect the future extension of Metro line 11, urban buses 171 and 174, and the first rapid bus line that connects the Valdebebas neighborhood with the Ramón y Cajal Hospital. , and the Renfe Cercanías line C-1. In addition to this interchange, the Community intends to have another three in Conde Casal, Legazpi and Chamartín completed by the end of the recently inaugurated legislature. Works that will cost around 234 million euros.
