The spokesman for the main Ukrainian intelligence directorate, Major General Vadim Skibitskii, stated that the Russian military has concentrated a total of 420,000 military personnel in occupied Ukraine. That does not include Rosgvardia – the Russian national guard – and other military units and structures. So this figure does not fully reflect the total number of Russian forces involved in the Ukrainian war.

The UK Ministry of Defense reported that the Russian military aims to recruit 420,000 troops by the end of 2023.
The Institute for the Study of War has previously assessed that this number likely includes many volunteers already fighting in Ukraine and who were forced to sign contracts with the Russian Defense Ministry before July 1, 2023.
The UK Ministry of Defense says that in the run-up to the Russian presidential election scheduled for March 2024, Russian authorities are likely to try to prevent further unpopular demonstrations.
