In view of the dangers posed by artificial intelligence (AI), EU Commission President Ursula von der Leyen has proposed the establishment of a new global advisory body. A body similar to the Intergovernmental Panel on Climate Change (IPCC) could deal with the societal risks, but also with the possible benefits of the technology, Deutsche explained on Sunday at the end of the G20 summit of the leading industrialized and emerging countries in India. Together with partners, Europe should develop a global regulatory framework.

The EU should define a framework with partners

“The crucial question is how we use a rapidly developing technology,” said von der Leyen. It is significant that even the AI inventors and developers are demanding regulation from politicians.

The possible dangers of artificial intelligence have been intensively discussed around the world for months. The text bot ChatGPT from the company OpenAI, in which Microsoft also has a stake, is causing a lot of public attention. The system sometimes delivers surprisingly targeted answers, but it also outputs nonsense and sometimes invents court rulings without labeling this creativity. In the case of generative AI, which generates images based on text descriptions or creates new outputs from templates of image or sound material that are absolutely similar to real people, the risk of producing and spreading false information is considered to be particularly high.

A number of tech celebrities such as Tesla boss Elon Musk and Apple co-founder Steve Wozniak proposed a minimum six-month moratorium on the development of powerful artificial intelligence in March. This should give the industry time to set security standards for the development of AI and avert possible damage from the riskiest AI technologies, it was said at the time. Preparations are already underway in the EU to regulate AI (AI Act); US technology companies have already signaled that they agree to these rules.
