The representatives of seven political groups with representation in Congress will go to the Palacio de La Zarzuela on Monday and Tuesday to participate in the round of consultations with the King provided for in article 99 of the Constitution: they will be UPN, Coalición Canaria, PNV, Sumar , Vox, PSOE and PP, according to parliamentary sources. Four political groups have declined to participate in the consultations with Felipe VI: ERC, Junts, Bildu and BNG. Sumar will send a single representative, the acting second vice president Yolanda Díaz, contrary to what United Podemos did in 2019, when representatives of several of the political forces that made up the coalition attended.
The groups will be called from lowest to highest, so the last one will be the leader of the PP, Alberto Núñez Feijóo, already on Tuesday. That same day, once the consultations are over, the King will once again summon the president of Congress, Francina Armengol, to communicate his proposal for a candidate for investiture, if there is one, since the King could wait a while. or hold a new round if it concludes that none of the applicants has a chance of success. In the event that he makes a proposal, this will be formalized in a written communication that must be signed by the president of the Cortes.

Armengol has gone to La Zarzuela this Friday to deliver to the King the act of constitution of the Congress and the list of political groups that are willing to participate in the round of consultations. At the beginning of the hearing, both have joked remembering that this year they have not seen each other in Mallorca, since Armengol ceased to be president of the Balearic Islands after the elections of 28-M. As head of the Autonomous Community where the Royal Family spends their summer vacations, the new president of Congress has had numerous contacts with the King, the latest on the occasion of his attendance at the celebration of the National Holiday, on October 12 in Madrid. After the audience with Armengol, the King received the new president of the Senate, Pedro Rollán, from the PP.
The popular leader maintains his intention to run, while confusion spreads in the party with his decision to leave Vox off the Congress Table this Thursday, in the constitution of the Cortes. Alberto Núñez Feijóo defended his right to receive the King’s commission on Wednesday because he had 172 supports (by adding those of Vox, UPN and the Canary Coalition to his deputies), more than those of Pedro Sánchez with Sumar (153). After what happened yesterday, a current in the PP asks Feijóo to abandon the “fiction” of maintaining that he can obtain support for his investiture.

The new president of the Senate, Pedro Rollán (PP), has stated that the chances that Feijóo can be sworn in “remain intact” because no formation has explicitly stated the withdrawal of its support. In an interview at Cope, he recalled that it was never said that the investiture would be easy and asked that the party that won the elections “clearly and forcefully” be allowed the opportunity to form a government. Other PP leaders have manifested themselves along the same lines, including the Vice President of the Senate, Javier Maroto, who has defended on Onda Cero that Feijóo has the “obligation” to attempt the investiture as the “winner” of the elections.
After the victory on Thursday, in which the left obtained control of the Congressional Table with a surplus majority, 178 votes, a new negotiation between the parties of the acting coalition government begins to try to reissue that feat. The coalition formations need the support of Junts, ERC, EH Bildu, PNV and BNG.
The president of Congress, the socialist Francina Armengol, pointed out this Friday that the “great majority” that has allowed for this legislature a progressive Board in the Lower House “undoubtedly marks a path” for the investiture. “It is evident that yesterday there was a large majority that approved a Table with a progressive majority.” “And that already marks, without a doubt, a path”, she stated in an interview on TVE.
