IT protection for municipalities: 18 checklists for quick access

The Federal Office for Information Security (BSI) has published 18 checklists for municipalities as a community draft. The checklists were created as part of the Weg in die Basis-Versicherung (WiBA) project and are intended primarily to serve smaller communities as an introduction to IT security – IT security there in particular “continues to be considered too complex (sic!) for entry felt” and there were not enough resources available for own measures.

Basic protection for communities

The checklists are intended to cover basic security requirements for the 18 areas of IT security covered and, as a low-threshold offer, can also be processed by laypersons. BSI President Claudia Plattner hopes that smaller municipalities in particular will benefit from WiBA: With the lists “a first but important step towards systematic information security can be taken”. In the next step, the BSI hopes, the municipalities can then devote themselves to the IT baseline protection profile “Basic protection for local government” that builds on this.

The checklists consist of test questions and implementation aids for the most urgent security measures. The 18 lists deal with technical aspects of cyber security on the one hand, but also cover organizational issues on the other. Specifically, the lists cover the following topics:

As early as May and June 2023, six model municipalities tested the lists in workshops. The results of the test runs have now been incorporated into the checklists that have now been published as a joint draft. Nevertheless, the BSI does not consider the WiBA to be complete: anyone who would like to contribute to the checklists can submit their comments by email until September 15, 2023. In particular, the BSI asks for comments on the content and structure. The checklists are available for download on the BSI website. The final publication of the WiBA is planned for October 2023.
