The plan is to decriminalize possession of limited amounts of this substance and allow members of “cannabis clubs” to purchase it for recreational purposes.
Hundreds of people marched for the legalization of cannabis in Berlin.
“It is consumed in any way. The point is that if it is made illegal, it is on the black market. There is no protection of minors, no trafficker asks for the document, while you can guarantee precisely that protection of minors when there is a controlled distribution” , expresses one of those attending the march.
Cultivation at home will be possible up to three plants
The approval of the plan, scheduled for this Wednesday, is announced as the first step of a two-part plan and will still need the approval of Parliament.
Health Minister Karl Lauterbach will give details of the final legislation on Wednesday.
The minister’s most recent public proposal calls for legalizing possession of up to 25 grams of cannabis and allowing individuals to grow up to three plants at home.
The plan would allow German residents over the age of 18 to join non-profit “cannabis clubs” with a maximum of 500 members each.
